California Made 4 Changes to Paid Leave Laws in 2025: Here’s What You Need to Know

If you work in California and need to take time off, you’ll be glad to know that California has made several changes to its paid leave laws.
4 Changes to California’s Paid Leave Laws in 2025
There are no federal laws regarding sick leave, although many states require employers to provide paid sick leave. A handful of federal laws require private employers to grant their workers a leave of absence – most states give workers more leave than mandated by the federal government. California has recently taken steps to improve paid leave for workers.
1. Paid sick leave isn’t just for sick leave anymore
Previously, a worker could only get paid sick leave if they were ill or injured. California now allows employees to take paid sick leave for various reasons.
California workers may now use paid sick leave for the following:
- Jury duty
- To appear in court under a court order as a witness in a judicial proceeding
- When they or their family member is a victim of a qualifying act of violence (QAOV), such as domestic violence, sexual assault, stalking, or being threatened/injured/killed with a dangerous weapon
Agricultural employees who work outdoors can use paid sick leave to avoid dangerous or unhealthy conditions, such as smoke, heat, or flooding.
2. Increased benefits
Low- and middle-income workers will receive 90% of their regular wages, up from the 60 to 70% they used to receive. Those earning $60,000 or more annually will continue to receive 70% of their wages.
3. Workers can use paid family leave before using their vacation time
California lawmakers recently amended the Unemployment Insurance Code as it relates to paid family leave. Prior to the amendment, workers had to use up to two weeks of any unused vacation time they had saved up before the employees could receive Paid Family Leave (PFL). The amendment, known as Assembly Bill 2123 (AB2123), allows workers to receive PFL benefits – and keep their unused vacation time.
4. Workers can apply for PFL earlier
Employees can apply for PFL up to 30 days before their expected leave. This update makes it easier for workers to access this benefit.
